On Monday September 1, 2008 the City
of Toronto’s new Personal Vehicle Tax (PVT), approved by City
Council in October 2007, comes into effect. The tax will be $60
for a passenger vehicle or light commercial vehicle registered
for personal use and $30 for a motorcycle or moped.
These tax amounts are doubled when residents purchase 2 year
validation renewals.
Registrants with a Toronto address will pay the PVT at the time
of licence plate validation renewal. If the PVT is not paid,
plate validation will not be renewed.
Vehicles for commercial use, historic vehicles, vehicles owned
by other individuals and entities that are not charged the
Provincial vehicle registration permit fee or that are exempt
under the City of Toronto Act, 2006, are not taxable.
With a plate validation renewal prior to September 1, 2008 for a
plate set to expire on or after September 1, 2008, the deferred
PVT payment will be collected at the time of the next plate
validation renewal.
The City of Toronto’s PVT will be collected through
ServiceOntario by using the internet, kiosks, by mail, or at any
Driver and Vehicle Licence Issuing Office anywhere in the
Province. An information insert in the provincial mailing of
Vehicle Licence Renewal Application (VLRA) form will have
details of the City’s PVT. The VLRA form will not show the
City’s PVT amount.
The City’s 2008 operating budget includes a provision for $20
million in net revenue from the PVT. Actual revenues will be
monitored and reported to Council as part of the year-end
variance reporting process.
