In the article,  The Question of Another Agenda  Mr. Buckley states, "The 1st draft of the NHP Regulations was published in December 2001. I had not even read half of them before it became clear to me that if they became law, most of the natural health community would be driven out of business. It was obvious to anyone paying attention that the Regulations were going to create a regulatory burden that small and medium sized business could not survive."
